At least 124 private companies have applied for the collection and transport of household and similar waste in the municipality of Oran, north-west Algeria. The names of the selected companies will be announced during the month of February 2022.

The companies that will accompany the municipal authorities of Oran in the management of household and similar waste will be known during this month of February 2022. At least 124 private companies are competing for the signing of sanitation contracts in this port city. The evaluation phase of technical and financial offers is open since January 31, 2022.

According to the National Waste Agency (AND) of Algeria, the commune of Oran produces 550 tons of waste per day, including household waste. Most of this waste (86%) should be collected by collection agents, who do not normally perform this task. As a result, waste is accumulated in the streets, polluting the ecosystems. In addition, 14% of waste is not recorded. The 74 companies selected under the call for expressions of interest will be responsible for ensuring more efficient collection and transportation of household waste and similar Oran.

The requirements of the new specifications

The collected waste will be transported to the technical landfill center (CET) of Hassi Bounif in Oran. At the time of publication of the results of the tender, the geographical coverage area of each company will also be defined, as well as the clauses of the new specifications published on 20 January 2022 by the services of the wilaya of Oran. These clauses concern the municipalities of Oran, Bir El-Djir, Es-Sénia, Sidi Chahmi and Aïn Turk.

According to the new specifications, private companies in charge of managing household waste and similar in these five municipalities will now be paid on a lump sum basis and no longer on the basis of tonnage as it was before January 20, 2022. A process that required significant funding for the municipality of Oran, between 11,000 and 15,000 Algerian dinars (between 68.25 and 93 euros) per service and per day. In addition, the 74 companies will assume the operating costs, in particular the labour (one driver and four garbage collectors). Under the old terms of reference, the municipality was obliged to make its garbage collectors available to private concessionaires.
